Flash is used during all ground operations when not on the active runway. Steady is used on the runway and in-flight.

    Edit: Sniped.

What are the rules for the collision lights? I find the checklist confusing as I was always under the assumption that you should never use them when not the air or on the rwy, and that you only use them in certain weather conditions.

For us, the only times we don't use collision lights is when we're on the ground off the active runway, and when we're fenced in.
Also under night conditions, when goggled (NVR on), we turn off collision lights when in route.

I once read in a real A/C's manual that you shouldn't turn on anti collision lights in dense clouds because the reflection could cause all kinds of weird syndromes which I've given up trying to pronounce. In short in came down to epileptic seizure like effects.

Exterior lighting especially anti-collision lights are underpowered in DCS.
