Windows 10 Fall Creators update (1709)

A new Windows update is being pushed, and it being a large one a number of issues have arisen. Unfortunately my main rig is still out, so I can't personally confirm or test some of these.

Due to the XBOX DVR now being forced ON performance may substantially decrease in gaming environments. Running this .bat may solve the issue, by disabling the recording software.

Multi-monitor windowed games may randomly halve the FPS. Play fullscreen or switch back and forth until it fixes itself.

High packet loss has been reported across various applications (browsers too). Apparently they're working on it.

Right-click scrolling in OpenTTD is fucked as well.
